Summary of the 2025 Annual Work Plan Taiwan Taoyuan District Prosecutors Office
This Office has formulated its 2025 annual work plan based on the Executive Yuan’s administrative policies, the Ministry of Justice’s 2025 policy plan, the goals and directives of the Taiwan High Prosecutors Office, and important instructions from higher authorities. The plan is designed to supervise and guide prosecutors in proactively investigating crimes, with a focus on enhancing the prevention and prosecution of major corruption cases ("black gold" crimes), reinforcing efforts to combat organized crime, and continuing efforts in anti-corruption, election bribery, and intellectual property crime investigations.
The Office aims to comprehensively suppress crimes related to drugs, fraud, money laundering, cybercrime, economic offenses, and price gouging. It will also strengthen the investigation of offenses involving land conservation, public order, the safety of women and children, and illegal firearms. The Office will rigorously review drunk driving enforcement cases and reform prosecutorial systems, implementing full courtroom representation by prosecutors to safeguard human rights.
To adapt to the Citizen Judge System, the Office has designated special prosecutors for trials involving citizen judges and has established an evidence disclosure room in line with the pretrial evidence disclosure system. In addition, it continues to implement administrative reforms and citizen-friendly policies by expanding public services and legal education, strictly maintaining the confidentiality of investigations, and carefully exercising coercive measures to improve case handling efficiency and quality. Through these efforts, the Office seeks to build a fair, incorruptible, and powerful image of justice capable of exposing wrongdoing and fighting crime.
The successful implementation of this plan is contingent upon appropriate budget support. The key focal points of the 2025 work plan are as follows:
1.Actively investigate major corruption cases, combining the manpower of all prosecutors and adopting a team-based case-handling approach.
2.Supervise strict and speedy handling of major criminal cases in accordance with the "Guidelines for Handling Major Criminal Cases by Prosecutors Offices," including assigning prosecutors to attend court throughout the proceedings to ensure public safety.
3.Enforce the Executive Yuan’s “National Integrity Action Plan”, ensuring thorough evidence collection and prosecution of corruption cases while urging the courts to impose heavy penalties; enhance the role of political ethics offices to improve political conduct and create a clean image of governance.
4.Implement the government’s anti-drug policies, intensifying drug investigations and clamping down on intellectual property violations, public order offenses, and illegal firearms, thereby stabilizing social order; strengthen oversight of election bribery investigations to prevent electoral fraud.
5.Enhance the investigation of cross-border telecom fraud and other fraud-related crimes, seizing criminal proceeds to compensate victims and protect public safety and property.
6.Continue collecting data on money laundering and economic crimes, working with relevant authorities to study criminal patterns and applicable laws to facilitate effective prosecution and maintain economic and social stability.
7.Promote public awareness and education on cybercrime prevention, helping to cultivate a well-ordered and ethical digital society and support the healthy development of computer and internet use.
8.Crack down on crimes related to hoarding and price manipulation to stabilize domestic consumer prices and protect public welfare.
9.Tighten sentencing and parole conditions for drunk driving convictions to improve road safety.
10.Advance the digitization of internal operations, including computerized processing of new detainees, digitized document transmission with detention centers, and the electronic use of various forms, to reduce paper waste, save time and labor, promote energy conservation, and align with national environmental policies.
