1. Referral:

4. Volition Assessment Meeting:
• Assess the willingness of the parties to participate in the restorative justice conference (case opening).
5. Preparations for Dialogue:
• Conduct meetings with the parties involved (unlimited number of times).
• Understand the needs of the parties and establish a rapport.
6. Restorative Justice Conference:
• The goal is to reach an agreement, but the parties should not be coerced.
• Agreements may be reached during the conference.
7. Follow-up on Withdrawal of Charges:
• Monitor the fulfillment of commitments and emotional adjustment after the conference.
